This translator seems like it may work better than google translate, however there is a downside. It only translates a certain amount of langues: Spanish, German, French, Italian, Portuguese, Chinese, Japanese, Korean, Russian, Greek, Dutch, and Arabic.
Education wise, it can be used for students that have just started learning the English language and is still trying to master their English reading skills. They can use the translator to translate into their language to understand words and statements better.
There's no regulations to age of use, however, students need to be able to read and write to be able to use this web translator.
