We are considering assessment accommodations for Juan Hernandez, a sixth grade student who is an English language learner (ELL).  His family moved to the United States from Mexico, where he attended school.  He did study English for one year during his education in Mexico.  But, he is still having difficulty understanding, comprehending, and communicating the English language here in America.

In general, English language learners can struggle to understand the written and oral aspects of the language.  They often have trouble understanding both oral and written directions.  Likewise, most ELL's struggle to communicate effectively both orally and through their writing.
