Cortex refers to the outer region of a structure. 
 

In the brain, the cortex covers the entire brain, called the cerebral cortex.

It is folded- the bumps are called gyri and the grooves are called sulci.

Folding allows for more 'stuff' to fit. This happens several places in the body, such as the foldings in the lining of the small intestine allow more more surface area, so more nutrients are absorbed from your food.
